A new agreement sets the foundation for piloting telemedicine solutions in OAS member states—expanding access to care in underserved communities.
Redwood City, California - April 30, 2025
At the 48th Meeting of the Permanent Consultative Committee (CCP.1), organized by the Inter-American Telecommunication Commission (CITEL), 19Labs formalized a new agreement with the Organization of American States (OAS), marking a significant step toward strengthening regional efforts to expand access to healthcare across the Americas.
This agreement establishes a shared intent to collaborate on the design and implementation of telemedicine pilot programs in select OAS member states, with a focus on improving access to care in rural and underserved communities.
While specific country participation is still being finalized, Brazil and Costa Rica are among the initial countries expected to be in the early phases of this collaboration.
This collaboration reflects a broader shift toward coordinated regional approaches to healthcare access—bringing together governments, multilateral institutions, and implementation partners to address persistent gaps in care delivery.
“CITEL values cooperation initiatives that contribute to the development of telemedicine solutions in the region. This pilot, within the framework of our efforts to promote connectivity and digital services across the Americas, represents an opportunity to explore the potential of these tools—especially in rural and underserved communities—in collaboration with different stakeholders across the ecosystem.” — Oscar G. León-Suárez, Secretario Ejecutivo, Comisión Interamericana de Telecomunicaciones (CITEL)
Telemedicine within this initiative is approached not as a single tool, but as an integrated model that connects infrastructure, clinical capacity, and technology to extend care beyond traditional geographic limitations.
The planned pilot programs will serve as a foundation for evaluating impact, performance, and long-term scalability across participating countries.
This agreement represents an early but important step in deepening collaboration between 19Labs and the OAS, with the potential to support broader adoption of telemedicine solutions across the region.
